MANILA, Philippines — The Philippine Anti-Organized Crime Commission (PAOCC) on Tuesday filed criminal complaints against two Chinese citizens for their involvement in illegal activities in a Philippine Offshore Gaming Operator (Pogo) hub in Porac, Pampanga.

Named in the complaint were Qin Ren Gou, 37 years old, and Jiang Shi Guang, 41 years old, both from Hebei province of China. They were arrested during a raid at the Pogo hub where Lucky South 99 was operating. They are currently under the custody of PAOCC.

The two are facing cases for Human Trafficking, violations of Article 294 (robbery with violence against or intimidation of persons), Article 263 (serious physical injuries), and Article 267 (kidnapping and serious illegal detention) of the Revised Penal Code.

Darwin Cañete, a prosecutor of the Inter-Agency Council Against Trafficking, refused to divulge the identities of the complainants for security reasons.

“I cannot disclose the name of the complainants because we are mindful of the fact that the accused of the persons associated with them may seek to either reach out to them through death threats or through relatives in China because the complainants are Chinese nationals,” Cañete said.

But he said one of the subjects of the complaint was a Chinese citizen who was tortured while tied to a bed frame.

Cañete said the two were believed to be part of the organization that supervised Chinese citizens working at the Pogo hub.

Foreign citizens were purportedly being forged to work inside the Pogo hub.

Cañete said the complaint is expected to undergo a preliminary investigation to determine the liability of the two Chinese citizens.
